LISBON, Portugal (AP) — Portuguese authorities on Monday set in motion a summer contingency plan at the country’s airports, promising unprecedented staffing levels at passport control amid chaotic scenes in Lisbon and other airports across Europe.
The contingency plan incudes an additional 176 police - trained at immigration procedures - assigned to passport control and another 55 Border Service inspectors. Most will be sent to Lisbon airport.

A shooting at a Fourth of July parade near Chicago is the latest incidence involving gun violence to stun the United States. Authorities say at least six people died and 24 were injured on Sunday when a gunman apparently opened fire on parade-goers from a rooftop using a rifle. The most deadly incident since May happened when a gunman killed 19 children and two adults at a school in Uvalde, Texas, on May 24. And on May 14, a racist attack led to the deaths of 10 African Americans at a supermarket in Buffalo, New York.
A judge in southern Italy has ruled that film director Paul Haggis should be released from detention at his hotel while prosecutors continue to investigate sex abuse allegations. A lawyer for the Academy Award-winning screenwriter and director told The Associated Press that Haggis was ordered freed on Monday. The 69-year-old Haggis was detained by Italian police on June 19 after a woman alleged that he had non-consensual sex with her over two days while he was in a nearby town for an arts festival. Lawyer Michele Laforgia said in text messages that the judge had ruled there were no signs of violence on the woman. It was unclear if prosecutors would still pursue the case.

Kentucky Gov. Andy Beshear says flags at state buildings will be lowered to half-staff in honor of three officers who were killed when a man with a rifle opened fire on police attempting to serve a warrant. Beshear said in a new release that flags will be lowered Tuesday morning and remain at half-staff until sunset Thursday in remembrance of Floyd County sheriff’s deputy and Martin City fire Chief William Petry, Prestonsburg police Capt. Ralph Frasure and Prestonsburg police Officer Jacob Chaffins. The three were killed Thursday night in an hourslong standoff at a home in Allen, a small town in the hills of Appalachia in eastern Kentucky.
Nicaraguan riot police have taken over the city halls of five municipalities that had been in the hands of an opposition party, four months before scheduled municipal elections. Kitty Monterrey, president of Citizens for Freedom, a political party disallowed by the Nicaraguan government before presidential elections last year, confirmed the police occupations in San Sebastian de Yali, El Cua, Murra and El Almendro. Oscar Gadea Tinoco, mayor of Pantasma and member of Citizens for Freedom, also said that police occupied his town Saturday. Citizens for Freedom had won each of those town halls in the 2017 elections. But headed into last year’s presidential election, President Daniel Ortega showed little tolerance for the opposition.
California authorities say three men are missing and presumed dead after they swam into a river in an attempt to rescue a young boy over the weekend. The Los Angeles Times reports the boy was swept away Sunday at a popular Sacramento County swimming and boating destination called Three Mile Slough. The delta area of the Sacramento and San Joaquin rivers is about 40 miles south of Sacramento. Authorities says the boy was rescued and was not hurt but that three relatives trying to save him went underwater and haven't been seen since then.
