LONDON (AP) — The parents of a 12-year-old boy who was left in a comatose state after suffering brain damage have failed to persuade the U.K. Supreme Court to intervene in a life-support treatment battle.

Archie Battersbee's parents filed an urgent appeal to the Supreme Court on Thursday seeking to halt rulings by lower courts to allow doctors to legally withdraw life support from their son.

Tunisians have overwhelmingly approved a referendum on a new constitution that gives more powers to the country’s president. It’s a step that brings hope to many in the struggling North African nation, but critics warn it could return Tunisia to autocracy. Some people interviewed by The Associated Press this week celebrated the result of Monday's referendum and expressed support for President Kais Saied, who spearheaded the project and proposed the text himself. Others said they worry what the changes will mean for democracy in the North African country. The overhauled constitution gives sweeping powers to the president and weakens the legislative and judicial branches of government. The constitutional referendum took place a year after Saied froze Tunisia’s parliament.

A West Virginia man has admitted accepting more than $41,000 in loans under a federal COVID-19 assistance program for a business that did not exist. Malik Breckenridge of Charleston pleaded guilty Thursday to wire fraud in federal court. Breckenridge obtained two paycheck protection loans that were guaranteed by the Small Business Administration under the CARES Act. Court records show he admitted the business was not registered in West Virginia, and falsely stated that the business was established in 2014 and was operating on February 2020 at the start of the pandemic. Breckenridge faces up to 20 years in prison. His sentencing is set for Nov. 17.

Russia-backed separatists in eastern Ukraine say that at least 40 Ukrainian prisoners of war captured during the fighting for Mariupol have been killed by Ukrainian shelling. Daniil Bezsonov, a spokesman for the Russia-backed separatists in the Donetsk region, said that at least 40 Ukrainian prisoners of war were killed and 130 were injured Friday when Ukrainian shelling hit a prison in the town of Olenivka. The Ukrainian troops were taken prisoner after the fierce fighting for Ukraine’s Azov Sea port of Mariupol, where they holed up at the giant Azovstal steel mill for months.

The measure agreed to by Majority Leader Chuck Schumer and holdout Sen. Joe Manchin would give EV buyers a $7,500 tax credit starting next year, through the end of 2032. There’s also a new $4,000 credit for those buying used EVs. The vehicles have to be assembled in North America, and there are limits on annual income for buyers. There also are caps on the sticker prices of new EVs and a $25,000 cap on the price that can be paid for used electric vehicles.
